Sterling Environmental Engineering, P.C. (STERLING), a professional corporation owned by Mark P. Millspaugh, P.E., was formed in July 1993 to provide a wide range of environmental consulting and professional engineering services related to environmental projects.

STERLING is located at 24 Wade Road, Latham, New York, convenient to both the Central Office of the New York State Department of Environmental Conservation (NYSDEC) and the NYSDEC Region 4 office.

STERLING is currently managing projects involving solid and hazardous waste management and permitting, brownfield development, third-party cost estimates, environmental impact analysis, site investigations and remedial plans, construction management, expert testimony, litigation support, and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) cost recovery.

STERLING has been designated by the NYSDEC as a Qualified Remedial Consultant (QRC) for solid and hazardous waste site projects and Environmental Quality Bond Act (EQBA) Title 3 work.

STERLING’s staff is experienced in making presentations before the public and in court in the form of public presentations, appearances at adjudicatory hearings, and in formal court proceedings. STERLING routinely supplements its in-house capabilities to provide specialty services in hydrogeology, archeology, visual impact analysis and aquatic and terrestrial evaluations. STERLING has successfully completed projects with Behan Planning Associates, LLC, Community Planning & Environmental Associates, Alpha Geoscience, Hartgen Archaeological Associates, Inc., Phoenix Environmental Laboratories, Inc., Saratoga Associates, Heritage America, LTD., Specialized Environmental Monitoring, Vibra-Tech Engineers, Inc., Gifford Engineering and Roy S. Slack Environmental Consulting.

Our teaming arrangements have allowed STERLING to manage large complex multi-year projects. STERLING served as the team leader and project manager for:

  • Clinton County, DEIS;
  • Fort Crailo Neighborhood Association, Review of Besicorp Application;
  • Hudson Partnership, Review of St. Lawrence Cement Application;
  • Oil City, Environmental Compliance;
  • Palisades Center Mall, Environmental Compliance; and
  • Town of Gardiner, Awosting Reserve Project Review.

STERLING maintains professional liability insurance. When requested, clients will be provided with a Certificate of Insurance when contracting for specific services.

STERLING has developed a Project Quality Assurance/Quality Control (QA/QC) program which provides for project organization with a principal in charge. For engineering projects, Mark P. Millspaugh, P.E., owner of STERLING, serves as the principal in charge. Mr. Millspaugh is a Registered Professional Engineer in the States of New York, Vermont, Pennsylvania and New Hampshire.

STERLING’s project management and cost control policies are based upon developing a clear scope of work and a Service Agreement, which clearly delineates the level of effort and the deliverables required for the project, as well as the terms and conditions of the business arrangement.
